اللجنة اللبنانية العالمية لتنفيذ القرار 1559

بيان

تزويد سوريا المزعوم حزب الله بأسلحة متطورة ما يشكل خرقا فاضحا للقرارين الدوليين 1559 و1701.

وجه الأمين العام للجنة اللبنانية العالمية لتنفيذ القرار 1559 المهندس طوم حرب برسالة إلى السيد تيري رود لارسن معبرا عن القلق العميق من الأخبار الصحافية المتداولة حول خرق النظامين السوري والإيراني ومنظمة حزب الله للقرارين الدوليين 1559 و1701 وذلك بنقل أسلحة باليستية متطورة (صواريخ سكود) من الأراضي السورية إلى قواعد لحزب الله داخل لبنان. ويتم نقل هذه الأسلحة تحت نظر السلطات اللبنانية بينما يجلس ممثل الجمهورية اللبنانية داخل مجلس الأمن الدولي. هذا التطور المقلق يثير أسئلة خطيرة.

وعبّر المهندس حرب عن اربع نقاط اساسية وهي:

1- الظاهر بأن حزب الله يعاود بناء ترسانته تحضيرا لتجديد القتال مع إسرائيل. في حال حصول مثل هذا القتال، وهو ما يشير إليه التقرير الأخير حول نقل صوارخ سكود، فإن النتائج على لبنان وشعبه لا بل على المنطقة ككل ستكون مروعة جدا، لأن إسرائيل سبق وأعلنت في عدة مناسبات بأنها لن تأخذ مثل هذا الموضوع بخفة.

2- إن تصرفات المحور السوري- الإيراني- حزب الله أجهضت كل التقدم الذي اكتسبناه من خلال اللجنة اللبنانية الدولية لتنفيذ القرار 1559 ومجلس الأمن الدولي وقوات الطوارئ الدولية في لبنان والمنطقة.

3- من هنا فإن اللجنة الدولية لتنفيذ القرار 1559 تدعو الأمم المتحدة بموجب هذه الوثيقة إلى اتخاذ إجراءات عاجلة في التحقيق وتقديم التقارير عن هذه الأنشطة.

4- في حال أظهرت التحقيقات بأن مثل هذه الصواريخ البالستية (سكود) قد نقلت فعلا من سوريا إلى حزب الله فإن اللجنة اللبنانية الدولية لتنفيذ القرار 1559 تطالب بسحبها فورا من الأراضي اللبنانية وتنفيذ تدابير على الحدود الدولية بين سوريا ولبنان لوقف أي خرق مستقبلي لقرارات مجلس الأمن الدولي.

In a letter by Tom Harb, Secretary General for ILC UBSCR1559 addressed to Ambassador Terje Roed-Larson, the UN Special envoy for the Implementation of UNSCR 1559, Mr Harb stated the concern per reports circulating in the media, the International Lebanese Committee (ILC) for UNSCR 1559 is extremely concerned at the breach by the Iranian and Syrian regimes and Hezbollah organization of both UNSCR resolutions 1559 and 1701, in the transferring of sophisticated ballistic weapons, namely Scud Missiles from Syrian territories to Hezbollah's bases inside Lebanon. This transfer is taking place under the aegis of Lebanese authorities, whilst the Lebanese Republic sits in the United Nations Security Council. This perturbing development should be raising many serious questions.

1) Hezbollah is apparently rebuilding its arsenal in preparation for renewing a conflict with Israel. In the event of such a conflict, which the latest report concerning the SCUD transfer lead us to believe that it would happen, Israel has stated on numerous occasions that it will not take this matter lightly and as such, the consequences for Lebanon and its people, indeed for the whole region will be absolutely horrendous.

2) The behavior of the Iran-Syria-Hezbollah axis has rendered useless all the progress which we have jointly gained through the ILC for UNSCR 1559, UNSC and UNIFIL in Lebanon and in the region.

3) As such the ILC for UNSCR 1559 hereby calls on the United Nations to take urgent action in investigating and reporting on these activities.

4) If indeed a UN investigation would show that SCUD ballistic missiles have been transferred from Syria to Hezbollah, the ILC 1559 will demand an immediate withdrawal of these missiles from Lebanese territories and a the implementation of measures in the Lebanese Syrian international borders
